There are two public toilet facilities in Sennen, which are both located within privately owned and operated car parks.

• The public toilets situated in the beach carpark are owned by Cornwall Council and managed by Sennen Parish Council.
• The public toilets situated in the harbour carpark are owned and managed by Sennen Harbour Commissioners.

Sennen Beach Toilets Maintenance & Cleaning

Sennen Parish Council currently manages Sennen Beach toilets under a Tenancy at Will agreement with the facility owners, Cornwall Council. The toilets sit within the beach carpark, which is owned and operated by a private business. Neither Sennen Parish Council nor Cornwall Council are in receipt of any car parking fees. The beach toilets are provided and maintained using the parish portion of the council tax precept.

Due to the costs of running the facility, the toilets are only operational on a seasonal basis. The facilities are opened from the first Saturday of the Easter holidays until the last Sunday of the October half term and are locked at all other times of the year.

Two buildings make up the facility. The older, white building has structural defects which mean that it is permanently closed. The smaller block, containing 3 unisex cubicles and 1 wheelchair accessible cubicle, is opened on a seasonal basis.

To minimise queues during the peak tourist season, the Parish Council hires 3 portaloos for the 6-week period school holiday period. The portaloos are provided by South West Loos and are serviced (emptied) twice a week and cleaned three times a week between these services.

The Parish Council contracts out the cleaning of the facilities. The current contractor, Crystal Clear Professional Cleaning Services, checks and cleans both the unisex block and the portaloos.

Reporting a Concern about Sennen Beach Toilets

Sennen Beach toilets are a remote facility and there are no staff on site to monitor them. The cleaning and maintenance contractor checks and tests the facilities on each cleaning visit. However, the Parish Council relies on users to report any concerns in between cleans.

Sennen Beach Toilets Feasibility Study

The future provision of Sennen Beach toilets is under review. Sennen Parish Council is committed to securing clean, maintained, fit for purpose toilets for residents and visitors at a cost that is fair for the local community. The Council is also committed to ensuring that the carpark on which the beach toilets stand remains as public land and that this area of unfettered access to Sennen Beach is safeguarded.

In 2024, Sennen Parish Council secured funding for a study into the feasibility of taking over the ownership of Sennen Beach toilets and providing accessible, sustainable facilities for the future.

A local architect was commissioned to design a scheme suitable for a planning application, with the aim of improving and adding value to the current facilities, and reducing the annual cost of the provision to the local taxpayer.

The brief for the provision and enhancement of public amenities in the Parish specified either a design for the refurbishment of the existing facilities, or for demolition and redevelopment of the site. The aim was to provide modern, sustainable facilities with safe access for everyone, with consideration given to the inclusion of :

• solar panels
• a rain water harvesting system
• a parish notice board
• storage space for the lifeguard service
• electric vehicle charging
• A cubicle charging system for revenue generation.

After consultation, the decision was made to pursue the demolition and redevelopment of the site. View the final design and planning application documents here:

The Parish council has consulted with stakeholders and taken advice from industry professionals to make the final project design as beneficial and sustainable as possible for the Parish. Cornwall Council has now granted approval of the planning application for the redevelopment of the facilities.

Cornwall Council currently owns the freehold for the carpark, which is leased on a 99 year lease to a private company. The company sub-lets the toilet site back to Cornwall Council for the provision of public toilets. The Feasibility Study funded legal advice for Sennen Parish Council to negotiate the transfer to them of the toilet facility freehold. Once achieved, possession of the freehold will enable the Parish Council to apply for grants to use alongside parish precept funding to redevelop the facility.

The Sennen Beach Toilets Feasibility Study was funded by the Community Capacity Fund Cornwall, which is part of the delivery of the UK Shared Prosperity Fund in Cornwall and the Isles of Scilly.
