Neighbourhood Planning

In 2020 Sennen Parish Council decided to begin the process of drawing up a Neighbourhood Development Plan (NDP) for the parish. 

A Neighbourhood Development Plan (NDP) is a document created by a local community, outlining their vision for how their area should develop, including where new homes, shops, and businesses could be built, and what they should look like, essentially giving residents more control over planning decisions in their neighbourhood.

A Steering Group is overseeing the preparation of Sennen’s Neighbourhood Development Plan.

In order that that the views of residents are foremost, and that the final the Plan is truly representative of the ambitions of the Parish, the Steering Group aims to ensure high levels of community engagement throughout the plan making process.

There will be a number of opportunities to attend community consultations, and to comment on the draft plan, as work on the NDP moves forward.

A successful Neighbourhood Development Plan must progress through Independent Examination and a community referendum before being adopted by Cornwall Council to become planning policy.

A community questionnaire was circulated between 6 and 13 February 2022 to all properties with residents registered on the Electoral Roll. A better than average response rate was achieved. Find a summary of the responses here: ​

In order to inform the preparation of the Neighbourhood Development Plan, a survey of housing needs has been published. Assessments of the landscape character and the built character of the parish have been undertaken. Final reports will be posted here when available.

Under the Natural Environment and Rural Communities Act 2006, the Parish Council has a statutory responsibility to conserve biodiversity in the Parish. Sennen Parish Council has therefore adopted a Biodiversity Action Plan which will inform the preparation of the Neighbourhood Development Plan


The questionnaire responses, the housing needs assessment and the pending landscape character and building character assessments will be used to draw up a draft plan for consultation with residents and the Parish Council.
